Yes, we recommend defining a facility per field, in order to define different fuel and flare values. The facilities may be connected as parent/children of the clusters.

Note that there is a maximum of two facility levels in the hierarchy, which means you cannot place a sub-facility under another sub-facility. However, the number of sub-facilities at each level is unlimited.
