Are clusters defined at the Asset levels in a Facility?

The facility will contain one or more clusters, besides each other or they may be sub-clusters to each other. You also invoke cluster connectivity by connecting to facilities. If you have one facility under another, you choose which cluster in the parent facility you will connect to. And what is common to do is to make this cluster in the parent facility, that could be a cluster can have some constraints regarding the transfer abilities between the facilities.
